Multi-IO 8-Layer Stackable HAT for Raspberry Pi - Troubleshooting

I have a new Multi-IO 8-Layer Stackable HAT for Raspberry Pi 5 and a new 24vdc power supply. After assembly and adding power to the hat, there is no activity on the board or pi.

Questions:
1. Is there a led on the hat that should show power is connected?
2. I understood the manual to say the HAT will power the Raspberry Pi. Is that correct? Is there a required jumper to change on the Pi?
3. Any recommended testing directly on the board that would help determine if the board is defective?

All the boards are programmed and tested before shipment, it is quite unlikely a board is deffective, but possible.

Please power the Multi-IO without Raspberry Pi. Make sure the polarity is correct.
The left LED on the edge of the board should flash.

I finally had time to get back to this project. I tested the power supply and confirmed 24v. Next i put power to the board with correct polarity. Still nothing. I am going to start a return. The purchase was through an amazon store.

Let us know if you have a return label or we can issue one. We would like to know what happened with this board. Everything is tested before shipping.

Just a follow up. I received my replacement multi io card today and connected to the power supply exactly as the old card. This cards starts up perfectly!. Thanks again and excited to get moving on my project.
